Chin-Huai Shih is a doctoral student and Fulbright scholarship awardee in the Department of Criminology. He earned his B.A. in Public Administration & Policy and his Master of Public Management from National Taiwan University (NTU). His research on the diffusion of electronic patrol signature systems among Taiwanese police departments received an award from TASPAA and was nominated best research paper for DG-O 2024. Before Penn, he worked as a research associate at the Department of Political Science at NTU, focusing on nudging citizen-government coproduction, AI-assisted bureaucratic discretions, and COVID-19 digital contact tracing policies. His research interests include civic-police relations, inter-organizational collaboration in law enforcement, and the impacts of novel technologies on policing.
