"When Does a Child Become an Adult?": Criminology Professor Charles Loeffler's public talk on College Green at noon today briefly --very briefly-- covers the legal ramifications of determining the age of majority for juveniles who break the law. His extensive research on the effects of raise-the-age laws forms the basis of this micro-lecture on behalf of Penn's School of Arts & Sciences.
