“The Institutions that Shape American Policing: Recent Topics”  
 
What are the institutional forces that shape police behavior?  Legal institutions—legislatures, courts, and elected officials—surely play a large role.  But so do less-studied bodies like liability insurers, labor unions, and licensing boards.  Professor Rappaport will present empirical research from several projects exploring the part these institutions play in policing and, in particular, in enabling and battling undesirable policing practices.v
