Charles Loeffler is Skeptical--Yet Hopeful--for San Francisco's Young Adult Court

Citing neurological studies that found continued brain development through young adulthood-- particularly in areas that manage self control, San Francisco and other cities will begin trying young adults as juveniles until the age of 21. The New York Times interviewed many experts on the subject of legal age of maturity, including Dr. Charles Loeffler, who worries that this program could end up like other good ideas which were not as effective as legislators would hope, but he remains skeptically hopeful.
